Conceptual and methodical work in mental health care policies
CMHCD took an active part in creating the Concept of Psychiatry that describes the current optimal state of psychiatric care in the Czech Republic focusing on services.
In 2004 with CMHCD’s support the Ministry of Health created a Commission for implementation of the Concept of Psychiatry as Health Minister’s advisory body. CMHCD’s team created a number of working materials for the Commission. A CMHCD member is a permanent member of the Commission. In 2003 and 2004 materials were created with the support by Open Society Fund.
WHO - cooperation agreement (BCA - Biennial Collaborative Agreement)
In 2004 the Czech Ministry of Health signed a cooperation agreement with the Regional European Office of the World Health Organization (WHO) for the period of 2004 - 2005 concerning WHO’s European priorities, including mental health care. The goal of the project was to support improvement of quality of mental health care focusing on deinstitutionalization and promotion of community services. The project included a revision of the National Health Care Policy, which served as a basis for definition of need for legislative, economic and other changes as part of carrying out the concept of psychiatry. The Ministry of Health designated Psychiatric clinic of the Faculty hospital and the 1st Medical Faculty of Charles University to be the main coordinator of the project and the Centre for Mental Health Care Development as an implementer. The project researched development of general and mental health care in the Czech Republic based on processed conceptual documents and their evaluation by Czech and foreign opponents.
In 2005 an expert seminar devoted to development of psychiatric care in the Czech Republic including the Czech health minister and regional advisor for mental health care WHO Matt Muijen, took place. The seminar included presentation of opponents‘ conclusions.
